In 2017, the European Bank for Reconstruction and Development projects Kazakhstan’s growth to reach 2.4 per cent, as “the external environment improves, resulting in stronger exports of oil, higher foreign direct investment and increased investment domestically.” At the same time, inflation is expected to decline to 7.5 percent.

For 2016, the organization projects 0.7 percent growth. 2015s growth rate was 1.2 percent. Average annual inflation for 2016 can be expected to reach 14.8 percent.

“Monetary conditions in Kazakhstan have improved, the exchange rate has stabilized and inflation is on a downward trend, albeit from a high level (inflation decreased from 17.7 percent year-on-year in July 2016 to 16.6 percent in September),” said the report.

According to the EBRD, factors including low oil prices, subdued growth in Russia and economic challenges in China “continue to depress growth, which is exaggerated by the negative impact of regional risks and global and domestic security incidents on consumer, business and investor confidence.”

In the nearest future Kazakhstan will continue to rely on state support programmes, state-owned and quasi-state-owned enterprises to drive growth, states the report.

Last week, the general contractor for the construction of the SEZ "Khorgos - Eastern Gate" – the company "Basis" from the group "Basis-A" – achieved the final phase of construction of the dry port and the industrial and logistics areas, putting them into operation.

The first phase of the dry port was commissioned in May 2016. Since its launch 43 thousand containers have been already processed. The dry port has a capacity output of 4 million of tons per year, processing freight from China, South Korea, India, Europe, Russia and Central Asia. Now all infrastructures of the SEZ are fully operational.

Kazakhstan was among the top 10 improvers in this year’s World Bank Doing Business report, released Oct. 25. Kazakhstan climbed 16 positions since 2015, reaching 35th place in the ranking of the ease of doing business among 190 countries. This year, Kazakhstan is ranked between Japan and Romania. The country is ahead of Russia (40), Kyrgyzstan (75), China (78) and Uzbekistan (87).

“More than 40 regulations were adopted in Kazakhstan within the implementation of the five institutional reforms. New measures aim to reduce the time and the number of procedures and tackle corruption. However, it is not enough just to adopt regulations, it is more challenging to ensure the implementation of these changes,” said Chair of the Board of the Almaty Development Centre Zhanna Tulegenova in a Facebook post about the new ranking.

Among the report’s categories, Kazakhstan improved its standing in indicators such as dealing with construction permits (leaping from 78th to 22nd place), protecting minority investors (rising 22 places to third) and getting electricity (rising 27 places to 75th). Slight improvements were made in starting a business, trading across borders and resolving insolvency (climbing to 45th, 119th and 37th respectively). At the same time, the economy lost ground in the categories of getting credit and paying taxes and remained unchanged in enforcing contracts.

3. The city of Pavlodar

Former russian imperial outpost extracting salt, Pavlodar remained a small city the Soviet Government's Virgin Lands Campaign provided the impetus for its rapid growth and development during the 1960s. Pavlodar became a major industrial center of both the Kazakh SSR and of the Soviet Union; the largest local industries were and are still today the manufacture of farm machinery, aluminum, and industrial chemicals; an oil refinery was completed in 1978. After 1991 Pavlodar has evolved by creating ethnic festivals, opening of parks and fountains, as well as religious monuments. The spectacular Mashkur Jusup mosque has been erected in 2001.

How to become participant of a SEZ

Procedure to obtain the status of “participant of the SEZ”

  1. Submission of a request toward managing bodies of the SEZ: applicant shall send an application and profile (see further).

  2. The management body registers the application in the registration log on the day of its submission.

  3. The management body checks the completeness of the submitted document package.

  4. The management body checks the compliance of the claimed type of activity to the approved priority types of activities.

  5. The management body within 10 working days concludes a contract on the implementation of activities as a member of the SEZ. Following the contract concluded, the participant stops activities of its separate subdivisions outside the SEZ.

  6. The management body within two working days from the date of the contract on the implementation of activities shall notify the Ministry of Investment and Development of RK (hereinafter – Authorized body) with a copy of the contract on the implementation of activities.

  7. Delivery of the certificate of registration: the authorized body shall include information about the participant of the special economic zone in the single register of participants of the special economic zone.

  8. The management body within two working days from the date of the contract on the implementation of activities shall send a notification to tax and customs authorities.

  9. The bodies of the tax and customs authorities shall account the participant of the SEZ in accordance with the legislation of the Republic of Kazakhstan.

Documents submitted by the applicant to carry out activities as a member of SEZ

  1. Application and Profile (“anketa”) of the applicant in the form approved by the authorized body

  2. Certificate of State registration (or re-registration) as legal entity

  3. A copy of the identity documents of the first head of the applicant

  4. A copy of the document displaying an identification number

  5. A copy of the charter of the legal entity

  6. A copy of the decision of the superior body of the legal entity on the implementation of activities in the SEZ.

  7. A copy of the financial statements for the last reporting date, signed by the first head of the applicant or his deputy, and by the chief accountant (accountant).

  8. Feasibility study of the project meeting the requirements established by the authorized body.

  9. Extract delivered by the servicing bank on the movement of money in the applicant's accounts (about the absence of filing) and credit report from credit bureau, containing full or partial information available in the credit records.

  10. Certificate from the authority of public revenue of the place of registration about the presence or absence of debts on taxes and other obligatory payments to the budget.

  11. Documents confirming financial provision of the applicant. The applicant has the right to choose any of the methods of financial support such as cash, bank guarantee, guarantee, pledge of property, insurance contract – including by combining two or more methods.

14 августа состоялся Круглый стол по проблемам участников СЭЗ "Астана - новый город", связанным с таможенными вопросами. Круглый стол объединил представителей таможенных органов, Комитета по инвестициям МИР РК, АО НАЭИ "Kaznex Invest", Национальной палаты предпринимателей "Атамекен", предпринимателей-участников СЭЗ. Участники СЭЗ получили ответы на свои вопросы от заместителя руководителя таможенного поста СЭЗ "Астана - жана кала" Самата Жумасеитова, руководителя Управления СЭЗ Комитета по инвестициям МИР РК Бауржана Мусина, директора АО НАЭИ "Kaznex Invest" Тимура Абдирова.
