How to become participant of a SEZ

Procedure to obtain the status of “participant of the SEZ”

  1. Submission of a request toward managing bodies of the SEZ: applicant shall send an application and profile (see further).

  2. The management body registers the application in the registration log on the day of its submission.

  3. The management body checks the completeness of the submitted document package.

  4. The management body checks the compliance of the claimed type of activity to the approved priority types of activities.

  5. The management body within 10 working days concludes a contract on the implementation of activities as a member of the SEZ. Following the contract concluded, the participant stops activities of its separate subdivisions outside the SEZ.

  6. The management body within two working days from the date of the contract on the implementation of activities shall notify the Ministry of Investment and Development of RK (hereinafter – Authorized body) with a copy of the contract on the implementation of activities.

  7. Delivery of the certificate of registration: the authorized body shall include information about the participant of the special economic zone in the single register of participants of the special economic zone.

  8. The management body within two working days from the date of the contract on the implementation of activities shall send a notification to tax and customs authorities.

  9. The bodies of the tax and customs authorities shall account the participant of the SEZ in accordance with the legislation of the Republic of Kazakhstan.

Documents submitted by the applicant to carry out activities as a member of SEZ

  1. Application and Profile (“anketa”) of the applicant in the form approved by the authorized body

  2. Certificate of State registration (or re-registration) as legal entity

  3. A copy of the identity documents of the first head of the applicant

  4. A copy of the document displaying an identification number

  5. A copy of the charter of the legal entity

  6. A copy of the decision of the superior body of the legal entity on the implementation of activities in the SEZ.

  7. A copy of the financial statements for the last reporting date, signed by the first head of the applicant or his deputy, and by the chief accountant (accountant).

  8. Feasibility study of the project meeting the requirements established by the authorized body.

  9. Extract delivered by the servicing bank on the movement of money in the applicant's accounts (about the absence of filing) and credit report from credit bureau, containing full or partial information available in the credit records.

  10. Certificate from the authority of public revenue of the place of registration about the presence or absence of debts on taxes and other obligatory payments to the budget.

  11. Documents confirming financial provision of the applicant. The applicant has the right to choose any of the methods of financial support such as cash, bank guarantee, guarantee, pledge of property, insurance contract – including by combining two or more methods.

All copies of documents must be notarized.
